DLCG Launches Independent Review of Community Infrastructure Levy
DCLG has just released the terms of reference for a strategic review of CIL by an independent panel.
The panel will be led by former British Property Federation Chief Liz Peace.
The other members of the panel are:
- Andrew Whitaker of the Home Builders Federation;
- Gilian MacInnes of the Planning Advisory Service;
- Tom Dobson of Quod Planning;
- Steve Dennington of the London Borough of Croydon;
- Michael Gallimore of Hogan Lovells; and
- Councillor John Fuller, the leader of South Norfolk District Council.
The Panel has been tasked with
- Assessing whether CIL is meeting its objectives;
- Reviewing the relationship between CIL and s.106 and how this is working in practice;
- Analysing how CIL is operating in practice;
- Assessing how local authorities are using CIL to deliver infrastructure and support community engagement; and
- Making recommendations for future changes or improvements to the system.
The Panel is due to report in March 2016, which would theoretically give just enough time for the recommendations to make it into next year's budget.
The Panel has called for written submissions from the industry on the operation of CIL and how it is working in practice. Anyone who is wishes to influence the content of the report has just until 15 January 2016 to make their submissions.
The government confirmed in November 2015 that Liz Peace will lead and chair an independent group conducting a review of the community infrastructure levy.
The group met on 12 November 2015 and will assess the extent to which CIL does or can provide an effective mechanism for funding infrastructure, as well as recommend changes that would improve its operation in support of the government’s wider housing and growth objectives.
This request for written submissions will be open from 19 November 2015 and, while we would appreciate responses to be received by 24 December 2015, we will accept them up until 15 January 2016.”
